Incentives Through REF & REG Programs

In addition to all federal tax credits and incentives, a business or organization in Rhode Island has access to two substantial state programs. The Renewable Energy Fund (REF) and the Renewable Energy Growth (REG) Programs.

REF Highlights

  1. Administered by RI Commerce Corporation
  1. Grants are offered in blocks, approved on a first come basis
  1. Solar generated energy must be used on site
  1. Projects continue to be eligible for Net Metering once connected
  1. Targets business, non-profit, municipal, affordable housing
  1. Program not available to those enrolled in the REG program

REF Program Details

The Rhode Island Renewable Energy Fund (REF or RIREF) grants are awarded in blocks by the state. For 2018, there are two enrollment periods — one in the first quarter and one in the third quarter, closing early in the fourth quarter. Also, total grants funding made available for 2018 is significantly higher than what was available in 2017.

Once you decide on solar, BlueSel Commercial Solar will submit the application for you. Upon approval, the grant amount will be discounted from the cost of your install.

The program awards different amounts depending on ownership. Direct ownership (DO) is awarded at a higher level than third party ownership (TPO).

REG Highlights

  1. Collaboration between the state of RI and utility National Grid
  1. Offers a Performance Based Initiative (PBI) set by production
  1. Offers 3 Tiers of incentives
  1. Includes added incentives when coupled w/energy efficiency work
  1. State’s goal is to add 160 MW of Renewable Energy in 5 years.

REG Program Details

The utility National Grid through cooperation with the Rhode Island Distributed Energy Board has created a program to give additional incentives to commercial solar energy projects. It targets non-residential customers currently on any rate plan other than the residential retail rate.

The larger systems addressed in Tiers 2 and 3 require interested applicants must submit a bid a price per kilowatt-hour (kWh) for the entire output of the facility, which shall not exceed the ceiling price. $0.22 / kWh — Tier 1 — Systems Rated From 26 kW to 250 kW

The program awards $0.22 per kilowatt-hour of energy actually produced for systems rated above 26 kW and up to 250 kW.

$0.19 / kWh — Tier 2 — Systems Rated From 251 kW to 999 kW

The program awards $0.19 per kilowatt-hour of energy actually produced for systems rated above 250 kW and up to 999 kW.

$0.15 / kWh — Tier 3 — Systems Rated From 1 MW to 5 MW

The program awards $0.15 per kilowatt-hour of energy actually produced for systems rated at 1 MW and up to 5 MW.
